Tepperman's early life is a mystery. It is known that he worked as an insurance broker early on. His writing career began in the early 1930s with works such as Hand of Horror and Amateur Night for Killers (1934). Most of his work is in the detective genre, although he did write science fiction. He is responsible for the Avengers series which appeared between 1939 and 1942. His most remembered work is undoubtedly the Purple Invasion for Operator 5.He is also known to have written radio scripts for programs such as Gangbusters. He seem to have stopped publishing after 1942. His works include City of Dreadful Night (1936), Death's Ragged Army (1936) Dictator of the Damned (1937), Patriot's Death March (1937), Satan's Workshop (1937), The Coming of the Mongol Hordes (1938), Master of the Night Demons (1940) and The Man From Hell (1940).
