James W. Garner

Born: Nov. 22, 1871 - Pike County, Mississippi, USA

Died: Dec. 9, 1938 - Magnolia, Mississippi, USA

Educated at the Mississippi Agricultural and Mechanical College, Garner graduated in 1892 and then received doctorates from the University of Chicago and Columbia University. In 1902 he became professor of political science at the University of Pennsylvania and in 1903 moved to the University of Illinois. In 1906, he collaborated with Henry Cabot Lodge in producing the four-volume work, The History of the United States. From 1910 to 1911 he was the editor-in-chief of the American Journal of Criminal Law and Criminology. He toured France and India in the 1920s and produced a number of papers on the politics and legal infrastructures of those countries. His works include Reconstruction in Mississippi (1901), Introduction to Political Science (1910), Government in the United States, National, State and Local (1911), Civil Government for Indian Students (1920), International Law and the World War (1920), Recent Developments in International Law (1925) and Prize Law During the World War (1935).
